| INS Provides Additional Ports of Entry for Departure When an individual subject to special registration leaves the United States, he is required to report to an inspecting officer at a designated Port of Entry (POE) prior to departure. On September 30, 2002, INS published a list of POEs that could be used for final registration and departure for those subject to special registration. On February 19, 2003, INS published a list with additional POEs from which nonimmigrants subject to special registration may depart.
